Excise Movement and Control System (EMCS)

Background

On the 1st of April 2010, EMCS (Excise Movement and Control System), a new integrated computerised system for monitoring the movement of excise goods under suspension, went live in 23 of the 27 EU member states . This replaced the existing paper AAD (Accompanying Administrative Document) that currently accompanies these types of movements.

Economic operators engaged in excise duty suspended movements within the EU must now have an EMCS application (capable of integrating with Revenue) to record the receipt of such goods electronically since the 1st of April 2010. All such economic operators must have an EMCS application capable of both submitting and receiving all relevant EMCS messages by 1 January 2011.

What does Thyme-IT provide?

As the leading Customs and Excise solutions provider in Ireland, Thyme-IT has developed an EMCS-ready solution for all companies involved in the movement of duty-suspended goods within the European Union. Our application provides the facility to submit details of all outbound movements and confirm receipt of goods. Our solution caters for Intra EU movements, EMCS imports and EMCS exports.

Our web-based solution provides the facility to record all required information for the submission of an e-AD (electronic AAD), receipt of the e-AD, e-AD cancellation, reminder and redirection.

We continue to work closely with Revenue, keeping the industries involved in the movement of duty-suspended goods informed of requirements. Should you wish to see a working system, we are in a position to provide you with a presentation of a full end-to-end working solution that will ensure that your company is compliant and ready for successful EMCS implementation.

The EU Commission has developed the EMCS Business Prototype (BPR). This is a useful tool that illustrates the most important functionalities of EMCS and is available from the EU Commission's EMCS in Practice page. Please Click here to access the EU Commission's EMCS in Practice page.

The Thyme-IT System has been modified to cater for the changes associated with the EMCS 3.1 upgrade which is scheduled for release by Revenue on 13/02/14

The amendments are related to the message format that is sent to Revenue along with the addition of an optional remarks field associated with Change of Destination (IE813) message. The only change noticeable to users will be the extra field available for entry to them when performing a change of destination.
